Retain Support for Exact Matching

As a Library User, I do not find quotations intuitive enough to force an exact match search, and would like an option (perhaps a drop-down like the legacy search bar or some other method) for forcing an exact match search in the contextual search bar and search results.
NOTE: This request has been raised due to concerns that some users may not want to always add quotations around their search terms, or may find that shift confusing.

Yes - It will initially default to your default search property. Then the user will have the ability to override that selection, which will store in the user's browser local storage.

Thanks for the update. Will we be able to set the default setting to have the the box checked or unchecked when the user logs in?

This is planned to be re-implemented in the Contextual Search Bar prior to the general availability release - The user experience will slightly change as we will still be moving away from a drop-down. You can find a mock-up of how this will look on the contextual search bar and in search results here:

Absolutely, the legacy EXACT and CONTAINS are useful, and you can set EXACT as the default option. In the latest Beta release, adding quotations on a mobile device is not easy.
