Allow the configuration of two‑page (facing) layout when exporting parts book PDFs

When viewing a PDF of a parts book, we prefer the page layout to be Two‑Up Continuous (facing pages) because our illustrations always appear on the left page and the corresponding parts list always appears on the right.
However, when exporting a PDF, even with 2‑sided selected, the exported file defaults to the viewer’s own settings rather than applying a two‑page facing layout.
We would like the ability to configure the default PDF viewing layout, ideally at the admin level, so that all exported PDFs open in a consistent Two‑Up Continuous (facing) format.
If admin‑level configuration is not possible, adding a user‑selectable option during PDF export would also be very helpful.
