Add the ability to disable download of specific media

Request --- Please add an override button/check-box option to media which, when toggled, would prevent downloads, regardless of how the users/user groups/organizations are set up.
Context --- In our setup, we allow most people the ability to download and print material for use in an offline environment. This allows our uses to download what they need for a specific job in an offline environment. As such, nearly all of our users have the ability to download media. In a separate project we are doing in our library, we would like to add some media (videos in this case) that we do not wish to be downloaded. However, we do not have the ability to prevent video-downloads without preventing all-downloads, defeating the main purpose of our current layout/strategy. We do not want to host the videos in YouTube because of the effort we have expended to get our users accustomed to using our library as the central repository for information about our products, and because of how we have organized our taxonomy.

This would be a great feature as we have the same issue. In addition to this request we would also like to set the permission of downloads by a defined user group
